Coating a Photo object with Ice

Take your Image, use the liquify tool to distort parts of the image that will be under the ice. This helps the illusion

The paint in the ice layer you want with the paintbrush. be sure to leave some thin spots so the ice has height, also make sure you are using a soft edged brush.

Apply a layer effect that includes a bevel, inner shadow, inner glow and satin. You will need to modify to fit your actual image, proportions, and color needs. I started with a “Aqua” button style and modified it just a little.

Using the existing new layer as a selection mask, add highlights on the thicker parts of the ice,, then apply a gaussian blur. you will just increase the transparency to make it match the look you want
